Zelensky Declares Absence of Clear Security Pledge from Partner Nations

President Zelensky has stated that European allies have failed to provide concrete pledges that they will protect his country in the case of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.

Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
